Arrived at machine commune cannot initiate dialog with NPC's

Iv reached the machine commune as part of the Reagan quest line. When I arrive I can't speak to greeto or Pico to progress the quest. I press a to talk an I just get on of the back ground dialogue boxes like you do for NPC's you aren't supposed to talk to. IV tried reloading save and restarting console etc no luck. Any ideas?

Use L3 (PS Controller) and aim on it manually.
