Can't move or open menu after frog fight in bunker

After the frog fight in the bunker on the "lords of war" questline after looking at the loot, i lose all ability to move, bring up the esc menu. this has happened twice, in the the same exact way. i did charm the glow frog, i'm not sure if that's a factor.
