Aimed Shots

I think Aimed Shots should be in Wasteland 2, because they add many tactical options. The following system should be easy to implement for characters and enemies:

Standard:
No aim penalty.
No additional effect.

Slow:
Small aim penalty with melee and single shot weapons.
Medium aim penalty with automatic and area weapons.
Increases the number of action points the target has to spend for movement by 100 % for 1 turn.

Daze:
Medium aim penalty with melee and single shot weapons.
Large aim penalty with automatic and area weapons.
Increases the number of action points the target has to spend for attacking by 50 % (round up) for 1 turn.
