Energy Weapons perks

Hi, I have a question about the perks for Energy Weapons. Specifically the damage ones. How am I to read those? It's a 30% increase against non-conductive armor, but will it take the Non-Con multiplier to 0.9 from 0.6 or rather increase the 0.6 damage by 30%? Because if a weapon with 0.6 Non-Con deals 100 damage, only 60 is delivered. With the perks the diference would be between 90 and 78, which is quite a bit. Anyone knows the technical details on that?

Perhaps it's because game mechanics have made me cynical, I'm guessing it's an increase to the reduced damage, so 78 in your example.

It's sad how energy weapons continue to underwhelm even in W2 DC, even with perks.
