The game launches, and the Xbox Live login prompt pops up with "We count's sign you in to Xbox Live. Your account doesn't match your dev environment". All other Gamepass games work fine. Tried closing the xbox app, logging out and back in, etc.

This appeared to be happening for accounts that only had the 'stub file' installed, which was basically the file that you got if you selected the game before it launched. If after quitting the game you don't see there's an update available, just uninstall the game and reinstall and you should be all set.
