Yup. At least with skills, 0% means the game won't even let you try. Very literally 0%.

That alone makes me want some aspect of WL-MSPE returned to the game. There should always be SOME chance.

I agree. With Fallout, IIRC, there was always a 5% chance of success regardless of penalties. What I liked about Fallout's skill system was that skill proficiency went above 100% for the purposes of applied penalties. (IE. max success was capped at 95%, but a task with a -30% difficulty saw their penalty taken from the full skill level.. So a proficiency of 120% meant max a success was then 90% for that attempt.)
* If I do not recall it correctly, this is still how I would want it.
