Beleazar and the Beast bugged?

I tried this quest, failed to attach the node to the cage without getting caught. I went back to Beleazar and he ran off after I told him i failed. But the quest still says I need to talk to Beleazar as if I had not already done so, and now he is gone. He is not near the area I was used to talking to them and he's not at the Order of Truth. Normally i would assume I need to just explore and find him but since the journal appears to have not progressed Im thinking it's a bug? Anyone else seen this problem?

Yes, I have had this happen too. It is a bug.

On one play-through, I've also released the creature, talked to Beleazar, and not have the journal clear.

Other times, it has cleared. Not sure what the proper order is.
