Restoring daytime

I found a fractal lattice, which i attached to a device which then said go to the clock but it says i need tidal surge which i do not have do how do I bting day back to circus minor? (sorry for the inane question)

that also happened to me, it required Tidal training and don't really know were to get it that early.

The slaver (Tol M., lower right corner of the Circus) can teach you Tidal Surge after you complete her quest (one way or another, there are various options).

Ow yeah I remember now from my first play, but I kilked him in the 2nd :).
This game has a lot more going on than I thought.
