Pulse Rifle damage weirdness

I don't understand the numbers I'm seeing for some weapon damage. The Pulse Rifle is one big offender. The stats on it say it has Damage Penetration 3 with 13-17 damage. The Armor Threshold damage multipliers are 0.4x for above 3 armor, 0.9xfor 3 armor, and 2.2x for less than 3 armor. So when shooting things with 2 or less armor the damage it does should be 13-17(2.2) or roughly 29-37. However, when I shoot some of these Red Skorpion idjits with 2 or less armor, which should mean a a minimum of 29 damage each hit I'm regularly seeing numbers of like 4-7 damage. 4 damage shouldn't even be possible with this weapon regardless of armor, much less with 2 or less armor.

So what's going on? Am I completely misunderstanding how damage and armor work? I can get some screenshots if necessary.

I think you're reading the description wrong. Energy weapons do less damage against poorly armored foes. If the weapon has a penetration of 3, it should do the 0.4x for 0, 1, and 2 armor, and do the 2.2x for 4 and up. Essentially, they work "backwards".
