Highpool Election problem

Every time I try to get Kate Preston to hold a runoff, she keeps telling me that she doesn't think we have enough people on our side, and to... blah, blah, blah. I've helped everyone I can (as far as I know at this point), and I'm not sure what exactly I have to do to get them to hold the 2nd election. I reunited that dog with his master, fixed the water filtration system in the back building where the vendor and doctor are, but that's all I'm able to do. By the time I got done running around in the tunnels that one guys house had burnt down, and I have no idea how to fix that valve that would've put it out. It keeps saying that someone has to 'get inside', but get inside where? There's nowhere to get inside of. I'm not sure it would even matter if I fixed that, because it's too late to save that guys burning house. There's also a character in the back (woman) that is named, but she doesn't say a word to me.

Any ideas on what I can do to get Kate Preston to hold the 2nd election? I have a feeling I messed up somewhere, but I don't know where. Sean Bergin is pissed at me because I busted Vulture's Cry out without his permission, and apparently you can kiss his ass into legally letting her out. Have I just failed too many things for her to ever hold that 2nd election?

EDIT: I forgot to mention.. I've cleared out the Wrecker's base, finished the AG mission, and went back to the Citadel, and after returning to Highpool she still won't hold the election.

Has anyone tried pressing the button on the nuke in the Ranger Citadel yet? If you plan on doing it, save your game first : )

I'm not sure if you have to save the house or not, but you have missed some sidequests, of which one is needed to complete this quest. You have to fix the Docs patients with the Surgeon skill, also there are two additional sidequests to complete; Jess-Belles dowry and Alex's soulmate hunt! However don't use the Hard ass skill if helping Jess-Belle as it's bugged atm.

I was gonna restart the game at this point anyway (making it my 3rd game) because I keep spending skill points that I end up not needing as I pick up more recruits. Thanks for the info..

I was able to get Preston elected by

Fixing irrigation/waterplant whatever it's called
Healing the patients (using surgery)
Reuniting dog with owner (use Vulture's animal whisper skill)
Saving dowry
Saving burning house (attaching valve and then using kiss ass to persuade the home owner to fix the pump)
Freeing Vultures Cry and then convincing Bergin I was taking her back to ranger HQ for trial (not sure if this counted but Bergin did seem to be more positive towards my party and that they were "Finally doing their job")

In addition I've heard you can also get Preston elected by
Clearing out the wrecker camp
Fixing pump in shop

Not sure if theres a score you have to reach or whether certain tasks are worth more. I imagine if you fail too many you could complete the quest by getting Bergin elected but I'm not sure how you'd do that to be honest.
