Why does the character screen have duplicate panels?

Why does the character screen have duplicate panels?

In the Character screen, there are two slots for primary and secondary weapons, but below them are two panels for details, and when set to combat details these two panels display the same combat information beneath [presumably] for each weapon.

At first it was confusing as hell, still is really; it's because anyone unfamiliar with the UI would assume that each panel indicates the details for the equipped weapon above it... Primary and Secondary. Anyone would think that and be confused.

As I type this, it occurs that most often the two panels would be set to different detail groups, but while suddenly understandable, it's no less confusing even when understood. Just look at it.

You mean why does it have duplicates after customizing the panels? You can always change the drop downs to show different things than combat stats in both panels (like general in one and combat in the other)

However, having the ability to see both weapon stats at once would be nice. You could always put it in as a suggestion in center code.

Oh I understand the design... it's just that the design is visually flawed, because it ~highly~ suggests that it is displaying stats for both weapons.
